　　公安部科学技术进步一等奖暨国家科学技术进步二等奖一项获得者，享受国务院特殊津贴。曾任中国刑警学院院长，中国人民公安大学党委书记、校长。2002年被公安部授予“全国公安科技英才”称号和二级英模。现为中国警察协会和中国刑事科学技术协会常务理事、中国化学会理事。
　　题目：把握新机遇，与世界安防共发展
　　概要：在中国政府主导的“科技强警”、“平安城市”、“智慧城市”等大型项目引领下，中国安防产业获得了快速发展，与国际贸易获得了同步的增长。主要表现在：1、行业增长保持了较高的速度，产业规模不断扩大；2、各专业领域全面发展，视频监控发展迅速；3、市场需求旺盛，行业、民用安防市场不断拓展；4、行业科技创新积极性高涨，技术水平快速提高；5、一批龙头企业快速崛起，形成了现代化企业集团并打入国际安防市场。同时指出中国安防发展在高端产品、核心技术、市场竞争、制度管理等方面还存在着困难和问题。随着世界经济一体进程加快，中外安防企业面临着新的机遇和挑战，把握新机遇，与世界安防融合发展，合作共赢。

　　Abstract:Guided by "Intensify the police by technology", "Safe City", "Smart City" and other large projects led by the Government of China, the Chinese security industry has obtained a rapid development with increasing development of international trades. This is mainly reflected in following areas: 1. The industry keeps rapid development and is largely expanding; 2. Various particular areas are comprehensively developed and the video monitoring gains a rapid development; 3. The market has high demand for industrial and civil security products; 4. The industry has high innovation enthusiasm to develop technologies; 5. Some leading enterprises develop rapidly and form a modern business group to access to international security markets. In addition, point out difficulties and problems in regards to high-end products, core technologies, market competition and system management in the China.With the rapid growth of world economy integration, security enterprises at home and abroad face new opportunity and challenges. They shall be well prepared to take these new opportunities to integrate with security industries worldwide to realize win-win cooperation.
